Imagine 911 Operator but made with a bigger budget and more polished design, that’s this game, the campaign feels a lot more thought out than the first game, there’s more detail, experimentation with your role (going from humble dispatcher to the incident manager for an entire city) and more variety in the units you can call in, very well done game worth the asking price.Manage emergency services in any city in the world! The game loves to throw curveballs and one of them is weather events that disrupt gameplay and complicate unit management, this is a great fun element, but one part of it that is implemented poorly is snow, if there’s a lot of snow on a given day you can run into situations where any unit you send to an incident will end up getting stuck in the snow and unable to respond, over and over and over again, leading to a string of failures that aren’t the player’s fault, there’s no problem with throwing this curveball a bunch of times, but when it’s so often it makes gameplay unfun that can be an issue. The voice acting isn’t bad, for the most part its well done, but the problem is it isn’t region specific, your dispatcher and most callers will be Americans despite the focus of the game being European cities, whether you are in charge of Berlin, London, Moscow or Paris your population will be American, of course this being a crowdfunded indie game there are understandably limitations on how diverse of a voice cast there can be, but it is kind of immersion breaking to see given the game’s European focus. ![]() The gameplay’s ever increasing scale makes it much more challenging than 911 Operator, as you manage more and more units and territory and have to face more incidents at once, with potential for things to tumble out of control and to end up with more incidents than units to address them, making for tough choices on who to save and stop and who to abandon. ![]() When you send units to an incident, you now can access an “on site” tab where you can see what your first responders are doing in the moment (removing debris, rescuing victims, getting involved in shootouts, etc etc), down to being able to see all the individual names of the responders, the people they interact with and the actions taken, this makes incidents feel much more believable and adds to immersion. The calls you as an operator receive are varied and often intense, with lots of different choices to make that can leave people coming out of the incident alive or in a body bag depending on your advice, they feel a lot more engaging than those in 911 Operator. The campaign of 911 Operator was simple, there was a list of cities and you had to complete an in-game day or two running the services in each one before moving on to the next, now the campaign is set in a single major city (you can pick which one out of a choice of many) which you run for around 30 in-game days, starting you off in a relatively small area then gradually expanding your control to neighbouring districts until you’re an incident manager for everything, being invested in a single city allows you to develop its services more and makes the campaign feel more committed, and there are also several storylines and objective sets that develop across multiple days to give a greater sense of continuity. The first game, 911 Operator, had a simple premise, you get given a city to take calls from and then dispatch Police, Fire or Medic units (or no one) in response, now you not only do that, but you also assign other dispatchers to districts and expand your control to larger areas as you progress, being in control of all the emergency services in a place like Berlin or London is a daunting but thrilling task.
